Building a Commercially Viable Livestock Sector for All of Pakistan

The overarching goal of Pakistan’s agriculture policy is to make the sector productive, profitable, and globally competitive. Livestock — contributing 12% of national GDP — is central to that ambition.

LDDB was established under Section 42 of the Companies Ordinance to fast-track development of this vital sector. Our mandate is to coordinate public and private sector efforts — deploying technology and capital to transform livestock from subsistence farming into a modern, commercially profitable industry.

We will work together with provincial and district governments, the private sector, and international partners to usher in Pakistan’s White Revolution — a quantum leap in milk and meat production, rural employment, and foreign exchange earnings.

Transform subsistence livestock farming into commercially viable, export-oriented agribusiness ventures.

Coordinate livestock development initiatives across federal ministries, provincial departments, and private sector partners.

Food Security & Poverty Alleviation

Ensure adequate supply of affordable milk and meat while generating rural employment for 35+ million farming families.

Implement national-scale disease management programs — particularly FMD — to protect livestock assets and enable export-market compliance.

Genetic Improvement

Conserve and improve Pakistan’s superior native breeds — Sahiwal cattle and Nili-Ravi buffalo — for long-term productivity gains.

Infrastructure & Market Development

Build market linkages, cold chain networks, processing facilities, and an enabling regulatory framework for the sector.
